Can't read 4GB memory

my computer installed 4gb ram, it's running on windows xp pro sp3(32bit version, computer properties show 3gb physical memory). however, in photoshop memory usage(edit>>preference>>performance) show available ram 1678mb only.

what's problem occur? how can using more memory?

please check microsoft knowledge base on how set /3gb switch in boot.ini. once done, ps , other adobe apps should able use 3gb on xp.
