Luminosity shortcut Ctl+Alt+~ not working in Photoshop CS4

i have used shortcut ctrl+alt+~ luminosity selection. worked in photoshop cs3 , still on computer, when try in cs4 nothing happens , doesn't work. have preference or setting wrong? ideas?

Need simple timer/stopwatch sketch
