Cannot install Photoshop CS4 upgrade

whenever click on setup.exe, hourglass shows moment , nothing @ happens! have tried know: making new admin account, disabling services , startups via msconfig, doing thorough virus check (nothing found), etc. have tried first uninstall cs3 but, surprisingly, not uninstall via add/remove programs in control panel: after clicking change/remove, nothing happens. spent considerable time support person @ adobe no avail.
should add install , uninstall programs frequently, , have never before had such problems other adobe products such lightroom or previous versions of photoshop. there nothing exotic system: windows xp, dual monitors (i tried disabling 1 of them), 4gb ram, 3 internal hard drives, ati radeon graphics card.
please let me know plausible solutions may have issue. many thanks!

empty out temp folders , try again...

Using phone battery to power a plane.
