Question about File Saving Options in Preferences

in ps cs4 preferences, under file handling there file saving options section choices saving various types , sizes of image previews. when , these used , typical choices. right have "ask when saving" check, don't understand use of feature.

before attempting answer questions, have know familiarity photoshop. have ever used application? have read documentation, files or books?

Need simple timer/stopwatch sketch
