cs4 garbled images with opengl

hi

for reason, if "enable opengl drawing" enabled, whenever open image(it opens @ less 100%; i.e. 25%) image garbled.
if zoom in @ 100%, looks fine.

what use:
intel p4 ht @ 3ghz
win vista ultimate 32bit
2gb ram
ati radeon 2600 xt 512 mb ram

photoshop cs3 retail & cs4 upgrade.
windows, photoshop , video drivers updated(manually checked).

other things tried: changing resolutions on crt monitor(usually use 1600x1200; tried 2048x1578 no avail).
i tried disabling opengl drawing , runs aka images display correctly.
in other words, believe there's problem option , display drivers.
in 1 topic found similar resolution let application decide settings use. i've checked similar in ati's control panel, tried think 3d settings(enabling/disabling them , of course restarting photoshop re-read settings)...unfortunately couldn't better result.

on other hand, windows installation *might* old @ point , reinstallation should in order.
anyway, if has suggestion might try out - got nothing lose.
here sample of what's happening:

thanks reading this.

looks problem engine trying maintain sharp zoom (though discern being females playing volley ball somehow) ;-) if re-installing , playing driver settings didn't help, full system re-install may indeed way. other thing can think of turning off vista's visual fancies...
