Scrolling when using tools near the edge of the window

there's thread this, according google ("some questions working in full screen mode"), link 404, there's no google cache , can't find forum search.

how can turn off auto-scrolling when tools used near edge of window? it's extremely frustrating actively drawing, not noticing i'm getting near evil danger zone, , 3 pages down vertical brush streak way down image, , having undo, reposition, redo ...

the same thing happens ruler tool; i'll near edge, hit shift snap ruler axis, , i'll mile away scrolled outside of canvas , throwing arms in air in frustration.

i never want image scroll in way. there's got way rid of this.

(eh, brush tools aren't doing that, though know i've had on big streaks tool due this. anyway, ruler case drove me nuts enough bother posting it.)
