Small Solar panle Li Ion battery

i've got gsm , arduino hooked in remote area. want add solar panel dont have change batteries every week.

most solar tutorials 18650 batteries seem aimed @ making solar power bank or charging batteries use elsewhere. want battery backup when there no sun. see have 2 options:
1) use tp4065 charging unit control charge batteries.
2) use no charging unit, have solar panel provides less voltage max charge of batteries. ie 4v solar panels.

both relatively easy implement, provide longer battery life?

imho if unattended installation should use quality charge controller sure batteries don't burst flames.

i place battery there little or no collateral damage if explode or go on fire.
