Speed controller for hoverboard wheels?

just quick 1 managed hold of old hoverboard wheels (the ones inbuilt brushless motor) extremely cheap intention of making robot or plain toying them , wondered if had recommendations speed controller them?

i've seen guy using appears standard rc model esc ...
esc controlled hoverboard wheel

however tried 1 of own turnigy escs , can't reach half max speed , motor seems stall @ on half throttle.

any ideas on why might happening or if there can modify in esc setup fix this?
