Skewing/turning an image

my apologies in advance photoshop 7 isn't bag of tricks perhaps naming of items may wrong how take image , bend looks though you're looking @ angle?? example, let's i've taken screenshot of webpage , i've created new image , pasted - want take image , turn it, 15 degrees, appears though i've turned monitor... how can this?
