Animation Window state save is inconsistent

photoshop 10-e not consistently save state of animation window. opens in timeline mode, means have set frames mode, change loop mode, , change default frame timing, before can start work. i'm guessing it's designed save state because half time. not big issue it's annoying , it's 1 of many small annoyances making version pain in *** use.
i've tried saving workspace doesn't appear save state of animation window, @ least not consistently.
any suggestions how fix this?
