Fuel Gauge - Reading Fuel Sending Unit Rheostat

i've looked @ lot of post, still unclear me. i've been following along project,

but not understand need potentiometer in circuit wiring diagram (shown in link).

the goal read fuel level. understand need create correlation between fuel level , resistance values, know 0 gallons 10 ohms , 12gallons 110 ohms. want basic program running before go , increase accuracy more fuel - resistance values.

please explain why potentiometer necessary , why simple voltage divider not read rheostat.

missing filename after '-o'
