How to remove a repeating 75 to the inch 'quarter-moon' pattern?

i working old images, including newspapers, , have become quite adept @ repairing them ps. familiar of techniques removing scratches, dust , half-tones, have difficulty in dealing 1 particular feature of of photos unless manually click 50,000 times per photo. feature is: photos have been printed on roughened surface has repeating 'quarter moon', 75 inch. small sample can found at:

when repairing photo, work first on coarse scale on face; zoom in , on finer scale touch face, reasoning people more aware of facial blemishes elsewhere. in past, photos similar 1 in question, take approach 1 stage further: try remove of quarter-moon pattern (other on face) blur tool using large diameter, staying away edges not disturbed; zoom in on face, working on finer scale, , again staying away edges , eyes. i.e. leave pattern on , around eyes, reasoning eyes important part of face , unless pattern distracting when viewed normally, eyes should left alone.

can suggest better technique removing effects of quarter-moon pattern? of concern me because @ 75 inch pretty pattern going cause problems when print image. original photo looks ok, suspect moire patterns come fore if pattern not removed before print.

does know pattern is? out of approximately 2000 pre-1960 photos have scanned, maybe 6 or 8 have type of pattern, , think of them may have been studio photos.

what i've seen of patterns comes texture in surface of photographic print paper. i'm not sure why type of paper surface invented nor purpose served, quite prevalent half century ago , more.

these patterns best mitigated @ capture time. instead of using scanner, it's better use camera , copy stand, , illuminate print off-angle, diffused lighting couple different sources.
