Flashing LED with pot and RNG function help?

i trying led flash, using potentiometer control delay. use random  command control delay, activated switch. last thing want have switch turn off leds when off led, preferably on pwm pin, turn on. using uno , far have had no luck in autodesk circuits. taking time me out!
