OpenGL Problem

installed copy of photoshop cs , great. however, 'rotate tool' not work!
i have downloaded , installed patch adobe website, still no luck.
i have nvidia geforce fx 5700 graphics card - techies able advise me if can 'rotate tool' work, there other downloads can try - have downloaded latest drivers graphics card.
does nvidia geforce fx 5700 support opengl?
hope can advise me.
