is there method make connection between tcp port , series/com port?

as need input data computer form tcp port 9996, data come usb port. there solution solve problem?

are asking how read specific tcp port?

http://server:port

or, asking how read serial com port?

or, asking how create tcp server communicates usb device , sends data on tcp computer using specific port number?

missing filename after '-o'
