Border color for text

i'm beginner @ photoshop. have cs4. want that's easy in inexpensive graphics programs - make text 1 color , put border around text second color. made text padres blue. want have white border around text. ahve book on photoshop, can't see how this.

please help!

in layers palette, see icons @ bottom? 1 layer effects. select text layer, go layer effects , add outer glow or similar...
