Help with Coloring Images?

ok of right now, have image black background color blurred , vectored white design on it. want change white design color.

when use bucket tool fill in white design say.. blue, of design becomes blocky blue , loses of edges.

when use "color" brush, edges , interior part of white design colored in blue fine, end coloring on edges because design isn't selected lasso tool or marque tool. , if selected design previous mentioned tools, edges cut off, leaving me colored interior of blue, , exterior white on design.

so i'm wondering how color design, if chosen color.

if background totally black, try:

new layer on top

fill whole layer color

set color layer 'color' blend mode.

missing filename after '-o'
