Upsizing an image

hi
i have image want use cover of book.
the image scanned photo. person scanned bit brain dead when did , scanned in low res. biggest size have image around 800kb @300dpi @ 1.5" x 2.7".
we need use cover of our cookbook 7" x 7 1/2 " bleed, or not...also can use frame around it.
help!
the layout artist says cannot add pixels in pscs3 make meet 300dpi 150 line minimum.
as double it, of course quality gets diminished.
said using "creative" within ps filters might work. alien skin might work, trial subscription finished.

please, can tell me?.
if use other pix cover, would, far, not possible.
what biggest size go for?
what programs or filters can use "build-up" image usable size?

the obvious question is, can rescan it?

i haven't done math (you should think in terms of pixel dimensions, not inches) doubt there solution.

one possibility vectorize using http://vectormagic.com/home
some images lend better vectorizing others. vector image can enlarged infinitely in illustrator.
