Photoshop CS4 locks up when ruler tool is used

i have 24" imac system 10.5.6, 2.33 ghz core 2 duo processor 4 gig l2 cache 3 gig memory.
when attempting use measure tool photoshop locks , image working on turns wide bands of noise. have use force quit out.

i have no problem using ruler tool photoshop cs3, photoshop cs4 extended locks every time.
i tried repairing permissions -- no luck.

any ideas??

have tried trashing photoshop preferences?

adobe tech note tells how automatically or manually.

missing filename after '-o'
